I can confirm a similar issue occurring on and off.

However, Notes never crashed for me in those cases. It simply froze so I had to kill it, and there were no NSDs. Also I'm not sure whether it was even necessary to hover the mouse over an embedded Flash control to provoke the issue. My feeling is actually that Notes would freeze even without me doing anything except loading a page with certain (I don't know which) active Flash contents embedded.

Once I thought I had resolved the issue by uninstalling/re-installing Flash, but it happened again later.

Unfortunately there's no real advice I can give you, since I never took the time to investigate further.
